@echo_pbreyer I hope I get to see the day when the Council is sacked in favor of a new democratic upper house for the EU parliament.
Essentially they are trying to get Parliament to agree to all the infrastructure of Chat Control - the EU Centre, data exchange channels, reporting systems - without the explicit scanning obligation, but with the ability to reintroduce it later with minimal legislative friction.
This creates a legal and technical foundation for future mass scanning, without having to fight the political battle now.
